Gabriel Zéphir, Auditor General
Mr. Zephir has more than twenty years of diversified international professional experience in Management, Strategic Planning, Accounting, Internal and External Auditing. He started his professional career in the United Stated of America, pursued to serve in Public Administration in Haiti where he later opened and run his accounting and management consulting practice as a Certified Public Accountant.
During the eleven years spent in Corporate America, Mr. Zephir occupied different management positions with increasing responsibility. He Zephir first began as an Auditor with a medium size Accounting firm, Allen Grossman & Associates, where he participated in diverse assignments such as compilation, reviews, and audits of companies evolving in the transportation and construction industries. Subsequently, Mr. Zephir worked in the financial sector, started as a junior investment accountant for the Greater New York Savings Bank to be, a year later, promoted to Senior Cost Accountant. Mr. Zephir continued his professional growth by integrating the telecommunications industry as a Manager responsible for accounting and financial information for New York Telephone Company, a division of NYNEX. Within this multinational, which later became Bell Atlantic and today Verizon, Mr. Zephir obtained several promotions notably as Staff Director-Strategic Planning and his last position was Staff-Director Internal Audit.
Mr. Zephir occupied high rank positions within the Haitian Public Administration. He was from 2001 to 2003, Director General of the Ministry of Commerce and Industry. Prior to this position, he was a Cabinet member of the Minister of Justice and Public Security as an advisor on governance. Mr. Zephir’s efforts contributed to Haiti’s adherence to the Caribbean Financial Action Task Force (Groupe d’Action Financiere de la Caraibe). He lead the team that conceived the institutional framework for the implementation of the Central Financial Intelligence Unit (Unité Centrale de Reseignement Financier—UCREF). In 1998, Mr. Zephir was one of the members of the first Provisional Committee responsible for Control and Restructuring of the National Bank of Credit (BNC). Mr. Zephir is a founding member, past President and currently Executive Director of the Institute of Internal Auditors of Haiti, IIA-Haiti.
As a Managing Partner of AMF_Experts, a Haitian based public accounting and management consulting firm performing on projects financed in Haiti by major donors such as USAID, Global Fund, the European Commission and the Inter American Development Bank, Mr. Zephir coordinates works of experts engaged in contract executed by the Firm in diverse fields such as education, health care, environment, agriculture.
Mr. Zephir detains a Master in Business Administration (MBA) from Manhattan College, NY-USA and a Bachelor in Economics from the University of Montreal, Canada. Mr. Zephir, in addition to be a member of the Haitian Board of Certified Professional Accountant (Ordre des Comptables Professionnels Agrees d’Haiti—OCPAH), is the recipient of several worldwide recognized certifications: Certified Public Accountant (CPA)--USA, Certified Management Accountant (CMA), Certified Internal Auditor (CIA) and Certified Financial Service Auditor (CFSA).
